I think Quentin's like Raj, actually teenage, teen age and not older. 60 is Toby's age as she was born in 1950 if I remember my details right. As when we first meet him, Toby says his age is 14 and then the books cover about three years.

The various issues of ruling in the books are amazing, I find them fascinating.
