Something of what I am thinking of. I also hope to get pieces of fake beard to glue on my face as I like Iroh's wicked lambchops and goatee look much better than the full beard I'm seeing on other cosplayers.
And just a reality check, for the link above (the $100 premade costume) isn't that basically a t-tunic with fancy finishing and frog closures? If worse comes to worse I could just do that right? I could even fake the top by just sewing the frogs onto the front without having it be open and thus only need to finish the neck and sleeves.
