I'm about halfway through Chimes At Midnight and I have confirmation of something that silveraspen  said/thought that Tybalt had done.

Tybalt had sought and found Amandine when he hunted for answers about Toby post-ALH. Toby just asked Tybalt to go and hunt for her mother in case she doesn't get to the hopechest in the Queen's treasury.

And to update, since I got to the relevant part, Tybalt didn't succeed in finding Mommie Macguffin. Likely cause Seanan needed Toby to go the the dungeons.
