So a quick question for those who might be more legal/governmental/conspiracy savvy then myself; if one were attempting to emulate a highly classified document with key information blacked out but didn't want to use black out HTML styling, which would make more sense (name retracted) or (name redacted)? Or is there some other phrasing I am missing that would be more appropriate?

Redacted, I think; Wiki says 'In business and law, a document can have certain parts "redacted", meaning sensitive names and details were removed for various reasons.' So that probably works best.

There is also the █ character, but that involves copying and pasting and counting out the letters of a word, if you are anal about it.

Sometimes munning ███████ is a pain.
